For British visitors, the phone is one of the few things that got more complicated after Brexit. In Luxembourg, a UK SIM no longer comes with guaranteed free roaming, and what you pay depends entirely on your network. A few minutes of checking before you fly saves a nasty surprise on the bill.

Is roaming free in Luxembourg on a UK phone?

Not automatically. The UK government’s guidance is blunt. Free roaming in Europe is no longer a given for UK customers. Luxembourg is in the EU, so it falls under whatever your network charges for Europe. Some networks include it, others sell a daily pass or an add-on. The only reliable answer is your network’s own policy, so look it up before you leave.

There’s one protection built into UK rules. By default, your network must stop your mobile data use abroad once charges reach £45 in a month, unless you tell it you want to carry on. That cap won’t make roaming cheap, but it stops a runaway bill, which is exactly what you want on a holiday of maps, photos and train times.

Three borders within easy reach

Luxembourg is small, and the FCDO tells motorists to keep a passport in the car, since you can end up in Belgium, France or Germany without realising. Your phone can do the same, latching on to a Belgian, French or German network near the border, on the Moselle or in the Ardennes. So when you check your deal, make sure it covers the whole of the EU rather than a short list of countries, and you won’t need to worry which side of the river the mast is on.

If you have an EU SIM

Some British travellers carry a second SIM from an EU country, for work or family reasons. With one of those, Luxembourg is roaming like at home. Calls, texts and data cost the same as in the SIM’s home country, within its fair use policy, and any data surcharge beyond the fair use limit is capped at €1.30 a gigabyte plus VAT in 2025, dropping to €1 in 2027. When you cross an EU border, the network also has to text you its prices and the local emergency contacts.

Luxembourg’s dialling code is +352. To call a local number from your UK phone, dial +352 followed by the number. Emergencies are simpler, ring 112 for an ambulance or fire engine and 113 for the police, with no prefix. Should a friend or relative run into trouble abroad, the FCDO’s London line, 020 7008 5000, is staffed 24 hours. Wifi to save your data

CFL offers free wifi at all its stations and halts, on the CFL-FREE-WIFI network, which opens an access page in your browser when you connect. It’s handy at Luxembourg railway station while you wait for a train, and on a UK tariff that matters more than it would for an EU visitor. I found no official information about public wifi in streets or squares, so don’t rely on it. For the hotel, check the booking.

A practical extra. Trams have one USB socket per pair of seats, so a ride on the Luxembourg tram doubles as a chance to top up your battery between sights.

How I’d handle it

Before the trip, I’d check whether my network includes Europe or needs an add-on, and switch on roaming only if I’m happy with the price. I’d download offline maps, the CFL go app and any tickets, such as a LuxembourgPass QR code, while still on home wifi. Once there, I’d lean on station and hotel wifi for anything heavy, like photo uploads or video calls, and keep mobile data for navigation. I found no official source for local SIM prices, so for a short break I’d stick with my own network’s European deal rather than hunt for a Luxembourg SIM.

Before travelling I’d also note the £45 cap in the back of my mind. If the phone suddenly stops loading pages, that may well be why, and your network will tell you how to lift it if you want to.
