Slovenia has 212 municipalities (občine), the country's only tier of local government, each with a mayor and council elected every four years, covering 6,040 settlements. The most populous is Ljubljana, with 302,826 residents on 1 January 2026, and the least Osilnica, with 326; Kočevje covers the most ground, 555.6 km², and Ljubljana had the most tourists in 2025.
Municipalities of Slovenia, in short
Full read: 2 min
- Slovenia has 212 municipalities, its only tier of local government.
- Ljubljana is the largest, with 302,826 residents; Osilnica the smallest, with 326.
- Kočevje is the largest by area and Ankaran the smallest.
I use this table for more than idle curiosity: when a small municipality gets lots of tourists, like Bohinj or Kranjska Gora, that's where the scenery is. When it has lots of residents and few visitors, it's usually a working town.
The practical bit
What the official sites leave out
-
01 My tip
Few residents, lots of visitors
Bohinj has 5,216 residents and had 323,794 arrivals in 2025; Kranjska Gora has 5,143 and had 383,377. Small municipalities with Julian Alps scenery.

Names in two languages
SURS writes bilingual municipalities with a slash, Koper/Capodistria, Izola/Isola, Piran/Pirano and Ankaran/Ancarano on the coast, and Lendava/Lendva in Prekmurje.

03 Getting there
Big, forested municipalities
Kočevje measures 555.6 km² and Ilirska Bistrica 479.9. Around 90% of the Kočevje area is forest, according to the Tourist Board, so they're hard to explore without a car.
Dolenjska, south-east Slovenia -
04 My tip
Vransko, more visitors than residents
Vransko, in Savinjska, had 2,792 residents on 1 January 2026 and recorded 13,078 tourist arrivals in 2025, almost five per resident, according to SURS.

05 My tip
Trebnje, nearly one visitor per resident
Trebnje, in South-East Slovenia, had 13,855 residents and 12,201 tourist arrivals in 2025, a high ratio for a municipality off the classic routes.

06 My tip
Mengeš, lots of people in little space
Mengeš, north of Ljubljana, packs 8,812 residents into just 22.5 km², around 390 per km², almost four times the national average density, according to SURS.
Mengeš
The largest and smallest municipalities
The differences are huge. Ljubljana has 302,826 residents and Maribor 114,872, while Osilnica in the south-east has just 326 and Hodoš, in Prekmurje, 335. By area Kočevje leads with 555.6 km², in a district the Tourist Board describes as around 90% forest, followed by Ilirska Bistrica, Tolmin, Bovec and Črnomelj; at the other extreme, Ankaran covers 8.1 km² and has a single settlement. Bear in mind that a municipality isn’t a single town. SURS counts 6,040 settlements in total, so Kranjska Gora, for example, also takes in Mojstrana, Rateče and Gozd Martuljek, and Bohinj covers 24 settlements in its valley. If you’d rather look at cities than municipalities, see the cities of Slovenia.
Municipalities with the most tourists
For me the arrivals column is the most telling. Ljubljana takes 1,392,728 arrivals and Piran 631,821, but the striking cases are places like Bled, with 8,103 residents and 499,659 arrivals, Kranjska Gora, with 5,143 residents and 383,377, or Bovec, with 3,052 residents and 235,614. These are Alpine villages that welcome dozens of times their own population every year, and you feel it in summer. On the other side, 25 municipalities have no published figure, either for statistical confidentiality or because they have no registered accommodation. How the numbers break down by area is in the regions of Slovenia.
Bilingual municipalities and road-sign names
The bilingual municipalities on the coast and in Prekmurje carry two names, and SURS writes them with a slash. On the coast, Koper/Capodistria, Izola/Isola, Piran/Pirano and Ankaran/Ancarano; in Prekmurje, Lendava/Lendva, Hodoš/Hodos and Dobrovnik/Dobronak. On this site I use the Slovenian form with the Italian or Hungarian one in brackets the first time. Why there are three official languages is in the language of Slovenia.

Which municipalities have a guide here
Not every municipality has its own guide here. Those that do pass 5,000 residents in their largest settlement, had more than 10,000 tourist arrivals in 2025, or contain a place with an official listing that justifies a visit, 104 in all. The rest appear in this table and inside the guide to their region, because the official data doesn’t stretch to a full page without padding. If you’re exploring a particular area, start with its region and work down. For the capital, the starting point is Ljubljana.
So you do not lose the morning at the ticket office, browse tickets and tours in Ljubljana on GetYourGuide.
