Cyprus package holidays: when they're worth it

A package holiday to Cyprus costs more per day than going independently. In 2025, British package visitors spent an average of €117.37 a day on the island and independent British travellers €72.09, according to CYSTAT. In return, package travel rules protect you if things go wrong, and in Cyprus travel agencies and tourist guides need a Deputy Ministry of Tourism licence.

I'd only book a package to Cyprus if I didn't fancy driving or was travelling with older relatives. Otherwise the island is so easy to do independently that a package means paying for convenience, which is sometimes fine, as long as you know that's what you're buying.

What I would book

Cyprus is a classic package destination for British holidaymakers, flight, hotel and transfer in one booking, and it makes sense. But before you pay, it’s worth knowing what it really costs compared with going independently, what protection a package gives you and how to tell a licensed agency from a cowboy. Here are CYSTAT’s figures, what the rules say and my view on when it pays off.

How much more does a package cost?

CYSTAT, the Cyprus statistical service, separates spending by package visitors from independent travellers. In 2025, British visitors on a package stayed 8.7 nights on average and spent €1,021.12 each on the island, about €117.37 a day. Independent British travellers stayed 10.8 nights and spent €778.52, about €72.09 a day. Across all nationalities the gap is similar, €128.61 a day on a package against €86.39.

Read it carefully. Packages normally bundle the hotel and frequently some meals, which skews the numbers. But it does say something clear, organising it yourself usually works out cheaper per day, and you tend to stay longer too. The full budget picture is in prices in Cyprus.

The protection a package gives you

This is the big advantage. A package bundles at least two different travel services for the same trip, such as a flight and a hotel, or a hotel and a hire car. The organiser is responsible for delivering every part of it, you must get clear information before you book, and you’re protected if the company becomes insolvent, so you aren’t left stranded or out of pocket. What isn’t covered is booking a flight here and a hotel there separately. If you go independently, you lose that safety net, and it’s the strongest argument for a package if you’re travelling with older relatives or less seasoned travellers.

Flights and the big operators

Choice from the UK is excellent. In the summer 2026 schedules Hermes Airports publishes, TUI and Jet2 between them flying to Larnaca and Paphos from airports across the country, from Belfast and Glasgow to Bristol, Cardiff, Exeter and Norwich, alongside easyJet, Ryanair, Wizz Air and British Airways. What I’d ask before paying

Four questions, in writing. Are airport transfers included, and is it a shared coach that stops at every hotel or a direct car? What meal plan comes with the room, and what’s extra? Which excursions are included and which are sold on arrival? And where exactly is the hotel, because «Paphos» can mean the harbour or somewhere a long bus ride away. The pre-contract information you’re entitled to should answer all of this; if it doesn’t, ask until it does.

Licensed agencies and guides

In Cyprus, setting up and running a travel agency requires a Deputy Ministry of Tourism licence, as the government’s Business in Cyprus site explains, and the manager must meet qualification and good-character requirements. The ministry publishes the list of licensed agencies; the version dated 12 August 2026 has about 340 entries across head offices and branches, mostly in Nicosia and Limassol. Tourist guides need a licence too, with very good Greek and at least one other language and a knowledge of the island’s history and sites.

When would I book a package?

If I were travelling with older relatives, didn’t want to drive or had only a week and wanted it all done for me. Then a package with a hotel in Paphos or Limassol and a couple of excursions seems reasonable, and if it’s a resort package, I’d first check what each board covers in all-inclusive hotels in Cyprus. Otherwise I’d go independently, with buses between towns and the odd day trip booked locally. My favourite compromise is two bases, say Paphos and Limassol, and two or three organised trips for the places that are harder alone, such as the Troodos or Akamas.
