Casinos in Cyprus, one licence and four venues
- Sole operator
- Melco Resorts
- Main casino
- City of Dreams, Limassol
Casinos in Cyprus come down to a single licensed operator in the Republic, Melco Resorts. Its City of Dreams Mediterranean in Limassol has a 7,500 m² casino with 1,000 slot machines and 109 tables, plus three C2 venues in Nicosia, Paphos and Ayia Napa. You have to be 21 to play, and online casinos are illegal.
Is it worth it?
It depends
If you like to play, City of Dreams in Limassol is the place, with tables, restaurants and shows. The C2 venues don't justify a trip.
Who will enjoy it and who will not
Yes, if…
- Over-21s after table games
- Anyone wanting dinner and a show in one night
Better not, if…
- Anyone under 21
- Anyone after a night out without gambling
What I would book
If I fancied a casino night, I'd go to City of Dreams in Limassol, the only place with a real spread of tables and with dinner and a show under one roof. The C2 venues in Paphos and Ayia Napa are slots only, and to me they aren't worth the detour.

My key points
What the official sites leave out
-
01 Most beautiful
A 7,500 m² gaming floor
The casino at City of Dreams Mediterranean covers 7,500 m², with 1,000 slot machines, 109 tables, 16 poker tables and private salons.
Limassol -
02 Watch out
No online casino is legal
The 2012 Betting Law outlaws online casinos. Any website claiming to be the official Cypriot casino online isn't.
Cyprus scams -
03 My tip
Twenty-one and a dress code
You must be 21 to play, and the casino has its own dress code, stricter than the one for the rest of the resort.
Cyprus nightlife -
04 Getting there
On the town buses
Limassol urban routes 7, 18, 20, 21 and 30 serve City of Dreams, and there's a shuttle to Larnaca and Paphos airports.
buses in Cyprus
Cyprus isn’t Monte Carlo, so set your expectations before planning a roulette night. The Republic has one large casino and three small venues, all run by the same operator. I’ve gone by what the Cyprus Gaming and Casino Supervision Commission and the resort itself publish, and I’ve left online gambling out, because in Cyprus it’s illegal.
City of Dreams Mediterranean, Limassol
This is the island’s proper casino. The resort sits on the south-west side of Limassol, on Nikou Kavvadia, among orange groves, and the official accommodation register of August 2026 lists it as a five-star hotel with 481 rooms. It bills itself as Europe’s first integrated resort, which is its own claim.
The gaming floor covers 7,500 m², with 1,000 slot machines, 109 gaming tables, 16 poker tables, 24 more in the Platinum Club with its private salons, and three high-limit tables. Games include American roulette, baccarat, blackjack and poker, both Texas Hold’em and Omaha. The casino has its own dress code, separate from the resort’s general one, and you must be 21 to play. Away from the tables the resort puts on concerts and stand-up, a show every Sunday through 2026 and pool parties in summer, alongside a spa, an adventure park and what it calls the island’s largest pool complex.
One casino operator, by law
The Gaming Commission was set up in 2015 under the casino control law. That law provides for a single licence covering an integrated casino resort and four smaller satellite casinos in different districts, and the licence went to Melco Resorts. While the resort was being built, the operator opened a temporary casino in Limassol on 28 June 2018. The Commission says these are the only lawful, regulated casino operations in Cyprus.
Online is clear-cut. The 2012 Betting Law set up the betting authority and at the same time outlaws online casinos and betting exchanges. So any website calling itself the official Cypriot casino online is nothing of the sort, and I count it among the scams in Cyprus worth knowing about.
If you are staying the night, see the best hotel deals in Limassol for your dates: the well-placed rooms go fast.
The C2 venues in Nicosia, Paphos and Ayia Napa
These are the satellite venues, branded Cyprus Casinos. The Nicosia one, on Neas Egkomis Avenue, has tables and slots. Those in Paphos, on Poseidonos Avenue in Yeroskipou, and Ayia Napa, on Archbishop Makarios III Avenue, are slots only. In October 2026 there was no venue in Larnaca, even though the law allows four and it’s one of the most common casino searches on the island.
Getting to City of Dreams
The resort reckons 50 minutes’ drive from Larnaca Airport and 40 from Paphos, 15 to Limassol Marina or the castle, and 5 to Lady’s Mile Beach. It runs a shuttle to both airports, and Limassol urban routes 7, 18, 20, 21 and 30 stop there. For the trip back in the small hours, book a taxi beforehand, as I explain in Cyprus nightlife.
So you do not lose the morning at the ticket office, browse tickets and tours in Limassol on GetYourGuide.
Playing with your head
The operator lets you set voluntary limits on spending or on visits per month, and request self-exclusion from all its casinos, from a day up to twelve months. For help it points to the 1422 line, Monday to Friday from 9:00 to 19:00, and to the Pharos centre in Limassol on 25 580448. My view is simple. If you go, decide in advance how much you’ll play and treat it like the price of an expensive dinner, not a way to pay for the holiday. If you want somewhere smart to stay nearby, I cover the options in luxury hotels in Cyprus.
If you would rather go at your own pace, see the car hire deals in Limassol: the earlier you book, the more cars are left to choose from.
If you are staying the night, see the best hotel deals in Limassol for your dates: the well-placed rooms go fast.
