Placing it on the map of Europe
Where is Montenegro, and who are its neighbours?
Montenegro is in south-eastern Europe, on the Balkan peninsula, with an Adriatic coastline and Italy across the water. It borders Croatia and Bosnia and Herzegovina to the west, Serbia to the north and Kosovo and Albania to the south-east, and runs from 41° 52′ to 43° 32′ north, according to MONSTAT.

- Montenegro is in south-eastern Europe, in the Balkans, on the Adriatic coast.
- It borders Croatia, Bosnia and Herzegovina, Serbia, Kosovo and Albania, with 716 km of land border.
- Italy lies across the sea, with no land border.
- Kotor is 71 km from Dubrovnik airport and 8.3 km from Tivat's.
The quickest way I know to place Montenegro is Dubrovnik. Croatia's airport is 71 km from Kotor, so if you can picture the Dalmatian coast, Montenegro starts just past it, over a border only 20 km long.

What I would keep in mind
-
01 Getting there
71 km from Dubrovnik airport
The Kotor Tourism Organisation puts Kotor 8.3 km from Tivat airport and 71 km from Dubrovnik's. That's why so many British visitors pair the two countries in one trip.

02 My tip
Balkan, but outside Schengen
Montenegro isn't in the Schengen area, so your days there don't count towards the 90-day limit. gov.uk warns that the EU's new Entry/Exit System can mean longer queues into Croatia.

03 Most beautiful
From the Bojana delta to Pljevlja
The southernmost point is Ada, at the mouth of the Bojana near Ulcinj, and the northernmost is Moćevići in Pljevlja. Barely a degree and a half of latitude separates them.

04 Getting there
Five borders, five ways in
You can drive in from all five neighbours. The National Tourism Organisation lists the crossings, from Debeli brijeg on the Croatian side to Božaj and Sukobin with Albania.

What I would book
If you struggle to picture where Montenegro is, you’re in good company. At 13,883 km² it’s a small country, wedged between the Dalmatian coast and Albania, and on a map of Europe it gets lost among bigger neighbours. Here’s how I’d place it, using MONSTAT and the National Tourism Organisation, and the reference points I find easiest.
On the Balkan peninsula, facing the Adriatic
Montenegro sits in south-eastern Europe, on the Balkan peninsula, with 293.5 km of Adriatic coast. Directly across the sea is Italy, which is how the National Tourism Organisation itself describes the country’s limits. That’s why ferries run from Bar to Bari and Ancona, even if the operator hadn’t published its 2026 season when I checked.
Inland, the country climbs to the mountains along the borders with Serbia and Kosovo. MONSTAT puts its northernmost point at Moćevići, in Pljevlja, and its southernmost at Ada, near Ulcinj. Between them lies just over a degree and a half of latitude, from 41° 52′ to 43° 32′ north, and yet the landscape jumps from the Bojana delta at sea level to Pljevlja, which had 43 days of snow cover in 2024.
Five neighbours, and a very short border with Croatia
Altogether the land frontier measures 716.02 km. Bosnia and Herzegovina accounts for the biggest share, 257.62 km, ahead of Albania, Serbia and Kosovo. The odd one out is Croatia, just 20.04 km, right at the mouth of the Bay of Kotor. That short strip is the one most visitors cross, because Dubrovnik is next door. The individual crossings are named in Montenegro’s border crossings, and the full shape of the country is in the map of Montenegro.

Using Dubrovnik as your reference
When someone asks me where Montenegro is, I say just south of Dubrovnik. The Kotor Tourism Organisation puts Kotor 71 km from the Croatian airport and 8.3 km from Tivat. That explains why so many people fly into Dubrovnik and cross by car or bus, or do the trip the other way round. If that combination appeals, I cover it in Montenegro and Croatia.
Albania is the neighbour to the south-east. Lake Skadar is shared between the two, and the National Parks say Montenegro gained its half in 1878. Further east rise the Prokletije mountains, the natural frontier with Albania and Kosovo.
In Europe, but outside the EU
This is the bit that confuses people. Being in Europe and paying in euros doesn’t make it part of the EU. Brussels has treated it as a candidate since 2010 and opened talks on 29 June 2012. Schengen doesn’t apply either, which for a British traveller means days spent there leave your Schengen allowance untouched. The Foreign Office does flag longer waits at the Croatian border since the EU started its Entry/Exit checks. The detail is in Montenegro and the EU.
So you do not lose the morning at the ticket office, browse tickets and tours in Kotor on GetYourGuide.
Time zone and where it fits in a trip
The National Tourism Organisation gives the time zone as GMT +1, which puts it an hour ahead of the UK in winter. In summer it moves to GMT +2, from late March to late October, according to Budva’s tourist board, so it stays an hour ahead of the UK.
Its position makes Montenegro a good link in a longer Balkan trip, with Croatia and Bosnia to the north and Albania to the south. If that’s what you’re planning, see Montenegro and the Balkans.
