Month guide
December in Montenegro, a mild coast, frozen mountains and New Year outdoors
December is a mild winter on Montenegro's coast and a proper cold one in the north. Herceg Novi averages 9.6°C, with highs of 13.6°C, but it rains on 15 days and there are only about 100 hours of sun. Tivat hosts the Boka Marathon from 11 to 13 December 2026 and New Year's Eve on the Pine promenade from the 30th, while Žabljak freezes on 28 days of the month.

- A mild, wet coast, with a 9.6°C average and 15 rainy days in Herceg Novi.
- A frozen north, with 28 frosty days on average in Žabljak.
- The Boka Marathon in Tivat from 11 to 13 December 2026.
- New Year outdoors in Tivat from the 30th and in Herceg Novi from the 31st.
For me December offers two possible trips. One is the coast at its calmest, with Kotor and Perast nearly empty and Tivat's New Year as the finale. The other is to wait until January for the snow, because on 11 October 2026 the ski season still had no published dates.

The Boka Marathon in Tivat
From 11 to 13 December 2026 Tivat's Pine promenade hosts the sixth Boka Marathon, with around 7,000 runners expected, four adult races and four for children.

02 Worth the splurge
Four nights of New Year
Tivat's New Year's Eve takes over the Pine promenade from 30 December 2026 to 2 January 2027, and Herceg Novi's fills Nikola Đurković square from the 31st to the 2nd.

03 My tip
Kotor without cruise ships
Luka Kotor's 2026 schedule had just three calls in December, all by the same ship, the Athena. It's the ideal month to explore Kotor slowly, umbrella in hand.

Snow is a safer bet from January
For snow, the National Tourism Organisation points to the January-March window, and on 11 October 2026 the resorts still hadn't announced their 2026-2027 opening dates.
skiing in Montenegro
What I would book
December is a month of contrasts in Montenegro. The coast stays mild by winter standards, if very wet, while a few hours’ drive inland Durmitor and Kolašin are already living below zero. And the month ends outdoors, with New Year’s Eve in Tivat and Herceg Novi. It’s not a beach month, nor, in its first half, a ski month, but it has its fans. For a pre-Christmas break from a UK winter, the coast is mild rather than warm, so pack accordingly.
Rain and temperatures on the coast
In December Herceg Novi sits at 9.6°C on average, going by the 1961-1990 normals, with highs of 13.6°C and lows of 6.4°C, and at most a single day of frost. What weighs on the month is the rain, about 236 mm over 15 days, nearly as much as November, with only around 102 hours of sunshine. Bar is similar, at 9.8°C and 170 mm, and Ulcinj, the sunniest, gets around 118 hours. Tivat airport averaged 8.8°C over 2013-2022, with about 13.6°C at midday. December 2024 was a little milder, at 10°C in Herceg Novi and 11°C in Bar, but very wet, with rain on 17 days in Herceg Novi. On the bay, I’d plan each day around the morning forecast. The whole winter, month by month, is in Montenegro in winter.
Inland and the north, below zero
Podgorica drops to a 6.5°C average, with about 7 frosty days. Higher up the change is abrupt. Kolašin averages -0.5°C, with 24 frosty days and 6 when it doesn’t get above freezing, and Žabljak -2.6°C, with 28 frosts. Pljevlja, in the far north, gets barely 36 hours of sunshine in the whole of December, and in December 2024 it had 33 cm of lying snow, according to MONSTAT. Cetinje, meanwhile, still collects more than 450 mm of rain. The FCDO points out that rural roads deteriorate in winter, so if you head north, give yourself time and drive in daylight, remembering it’s on the right.

Can you ski in December?
It depends on the snow and the resorts’ calendars, and neither Kolašin nor Žabljak had put out 2026-2027 season dates by 11 October 2026. The national tourist board recommends coming between January and March and talks of roughly 120 days of snow a year at the resorts. My advice is not to book a December ski trip until the official dates are out; there’s more in skiing in Montenegro.
A marathon and the festive season
The events calendar from Tivat’s tourist board closes the year with two dates on the Pine promenade. From 11 to 13 December 2026 the sixth Boka Marathon takes place, with around 7,000 participants expected, roughly 75% from abroad, four races for adults and four for children; the organisers bill it as the country’s biggest sporting and tourist event. Then from 30 December comes New Year’s Eve in Montenegro, with four nights of concerts until 2 January, while Herceg Novi holds its own from the 31st to the 2nd in Nikola Đurković square. Nikšić’s tourist board advertises a New Year bazaar and fair in December, and in Kotor the previous season’s Kotor Winter Fest started on 29 November.

Kotor in winter
The port of Kotor’s December 2026 list showed just three cruise calls, all by one ship. Along with January, this is the time to see the town as its residents live it. The museums in Perast and Risan open from 10am to 4pm and close on Mondays, and in January they shut for the whole month. Your host will register you with the police within 24 hours and add the local tourist tax, €1 per adult per night in both Tivat and Herceg Novi.
What comes after
Compared with Montenegro weather in November, December is a little colder and just as wet, but more festive. The year starts again in Montenegro weather in January, with Orthodox Christmas and the start of the snow season the National Tourism Organisation recommends.
