South of Bar, on the road to Ulcinj
Dobra Voda, Utjeha and the olive-fringed Bar Riviera
The Bar Riviera is the stretch of coast running south from the town of Bar towards Ulcinj, with two summer resorts, Dobra Voda and Utjeha, set among olive and citrus groves. The main beach is Veliki pijesak in Dobra Voda, about 380 metres long at the tenth kilometre on the Ulcinj road; Utjeha has Olive Bay, 200 metres long, plus coves such as Paljuškovo and Hladna uvala.

- The Bar Riviera runs south from Bar towards Ulcinj, with Dobra Voda and Utjeha as its resorts.
- Veliki pijesak in Dobra Voda is the main beach: 380 metres of pebbles with some sand.
- Utjeha has Olive Bay, 200 metres long, and the coves of Paljuškovo and Hladna uvala.
- Seasonal tourist offices open in Dobra Voda and Utjeha during the summer only.
For a beach holiday near Bar without Sutomore's late nights, this is where I'd base myself. I'd stay in Dobra Voda, with Veliki pijesak and its restaurants on the doorstep, and drive down to Utjeha and Hladna uvala for the quieter swimming.

What I would keep in mind
-
01 Most beautiful
Hladna uvala, the cove in the olive groves
A small fishing bay ringed by olive trees halfway between Bar and Ulcinj. The national tourist board says it doesn't get crowded even at the height of summer.

02 My tip
Dobra Voda viewpoint for sunset
Bar's official panoramic route includes a viewpoint above Dobra Voda, with parking and a view of the ragged coastline. The tourist board tags it as a spot for watching the sun go down.
-
03 To save money
Free parking at the beach
The official listings for Veliki pijesak and Olive Bay both mention free parking, and Veliki pijesak free entry too. On Montenegro's coast in August, that's worth knowing.

04 Getting there
Two tourist offices, open in season
Bar's tourist board runs summer information offices in Dobra Voda and in Utjeha-Bušat. Out of season, the place to ask is its head office in the town of Bar.

05 My tip
Cycle routes with the climbing spelled out
The Bar tourist board gives distances and climbing for its cycle routes, most of them waymarked and rideable all year, such as the Virpazar loop through Crmnica, 17.5 km with 260 m of ascent.

06 Worth the splurge
Diving into Mikovića cave
South of the Volujica peninsula, Mikovića cave runs 150 m with red stalactites, and those who know it rate it the country's best for recreational diving, according to the Bar tourist board.

What I would book
South of the town of Bar, the coast road leaves the port behind and starts winding past olive groves, orange trees and holiday homes. This is the Bar Riviera, the last stretch of coast before the boundary with Ulcinj, and to my mind the friendliest part of the municipality if you’ve come for the sea. There’s no old town here and no monument to build a trip around. What you get instead are beaches with room to spread out, coves that stay quiet and two villages built for long summer days.
Two resorts and an olive grove
The Bar tourist board groups this coast with Čanj and pitches Dobra Voda as a weekend retreat in the shade of olive and citrus trees, and Utjeha as the village in the municipality’s southernmost bay, backed by a dense grove of very old olive trees that keeps the midday sun off. The 2023 census found 1,396 people living in Dobra Voda and 2,265 dwellings, according to MONSTAT’s preliminary data. My reading of that gap is that a lot of these houses are second homes rather than year-round ones.
Dobra Voda and Veliki pijesak
Dobra Voda’s beach is called Veliki pijesak, which means big sand, although its official listing admits it’s mostly pebbles with patches of sand here and there. It runs for about 380 metres, covers 12,700 m² and sits at the tenth kilometre on the road to Ulcinj. Because it faces the open sea there are often waves, and the water is very clean. Small hotels and plenty of restaurants line it, and the listing mentions free entry, sunbeds and free parking. The tourist board points out that it gets the sun from first thing until evening, so there’s no need for an early start to catch the good light. Above the village, the official panoramic route marks the Dobra Voda viewpoint, looking out over the ragged coastline.

Utjeha and Olive Bay
Utjeha leans towards apartments and holiday lets rather than hotels. Its beach, Uvala maslina or Olive Bay, is 200 metres long and covers 5,200 m², and the Bar tourist board counts it among the region’s loveliest beaches. Behind it is the olive grove that gives the bay its name, and the summer tourist office in Utjeha-Bušat. The board sells the place on its colourful sunrises and the buzz of its restaurants in high season.
The coves at the southern end
Next to Utjeha there are two coves. Paljuškovo, in the bay of the same name, mixes pebbles and sand and has turquoise water, a beach bar and sunbeds. A little further south, Hladna uvala, the cold bay, is a fishing inlet among olive groves where the national tourist board promises no crowds even in August. You can hire a kayak there and paddle round to Kristalna plaža near Kruče, which is already in Ulcinj municipality. Every other beach in the municipality sits alongside these coves in beaches in Bar.
If you are short on time, see the best tours in Dobra Voda and pick one that fits your day.
Getting around and when to come
Without a car this coast feels long, because the beaches are strung out along the main road, and traffic keeps to the right, unlike at home. The nearest railway station is Bar, the terminus of the line to Podgorica, and Bar is 46 km from Podgorica Airport and 60 km from Tivat. Further south, Ulcinj and its long sandy beach are not far away. In 2024 the Bar weather station recorded an average of 27.5 °C in July and just 16.2 mm of rain that month, according to MONSTAT. I’d come in June or September, when the sea has warmed up and the villages are only half full.
