Where to stay in Montenegro
All-inclusive in Montenegro: which hotels, and what you really get
In Montenegro, all-inclusive is concentrated in the big beach hotels of Bečići, on the Budva Riviera. Montenegro Beach Resort and Iberostar Bellevue both offer it according to their websites, with buffets for all three meals, and other resorts in Herceg Novi and Ulcinj have their own pages in this guide. Watch what's left out, such as à la carte restaurants, sunbeds or local charges.

- All-inclusive in Montenegro is concentrated in the beach hotels of Bečići, next to Budva.
- Montenegro Beach Resort and Iberostar Bellevue offer it with buffets at all three meals.
- Things like à la carte dining, beach sunbeds in some cases and local charges are left out.
- Many of these hotels only open from spring to autumn.
For a family with young children who want to leave the wallet in the room, all-inclusive in Bečići makes sense. As a couple, with Budva Old Town two kilometres away and restaurants all around, I'd go bed and breakfast and eat out.

What I would keep in mind
-
01 To save money
Sunbeds and towels included, or not
At Montenegro Beach Resort, beach sunbeds, parasols and towels are free for guests; at Iberostar Bellevue the beach sunbeds cost extra.
Montenegro Beach Resort -
02 Watch out
What the package leaves out
Montenegro Beach Resort excludes its à la carte restaurant, pool bar and patisserie, and in its autumn 2026 offer charged local tax and insurance separately at €1.50 per adult per day.

03 My tip
Kids' clubs by age
Iberostar Bellevue's Star Camp splits children aged 4 to 17 into three groups, while Montenegro Beach Resort's Kids World is for ages 3 to 12.
Iberostar Bellevue in Bečići -
04 Getting there
The old town, a stroll away
Bečići is about 2 km from Budva Old Town along the seafront path. That's the best reason not to eat every meal at the hotel.

What I would book
All-inclusive in Montenegro isn’t like the big sun destinations with dozens of complexes to choose from. It’s a short list, concentrated in a handful of large coastal hotels and above all in Bečići, the long beach just past Budva. Before booking, check what each one includes, because the differences are significant.
Bečići, the all-inclusive hub
Bečići has a sandy beach of about 2,000 metres with the riviera’s big resorts right on the front. Two of them, with their own pages in this guide, offer all-inclusive according to their websites. Montenegro Beach Resort is a seasonal four-star, open April to October, with 228 rooms, a private beach with free sunbeds, parasols and towels, and a kids’ club, Kids World, for ages 3 to 12. Iberostar Bellevue, now sold by the chain as Iberostar Waves Bellevue, is another four-star on the seafront, with 40,000 m² of gardens, four pools and the Star Camp for children aged 4 to 17.
What’s in and what’s out
The small print matters. At Montenegro Beach Resort you get breakfast, lunch and dinner at the buffet with local drinks, the Aperitif bar outside high season and the Stars Club from June with snacks, plus a wristband on arrival. Its à la carte restaurant, El Gusto, the Aqua pool bar and the Mika patisserie are not included. In its autumn 2026 offer it also charged local tax and insurance on top, charging €1.50 per adult per day. At Iberostar Bellevue, all-inclusive covers the three buffet meals, but beach sunbeds and the spa are extra.
Once your dates are set, check which hotels are still free in Bečići before prices climb.
Beyond Bečići
Other coastal resorts that come up in all-inclusive searches, such as Iberostar Waves in Herceg Novi and Azul Beach Resort on Ulcinj’s Velika plaža, have their own pages in this guide. I haven’t read their board terms, so I’m not quoting them here; check each page before comparing.
When it’s worth it
To me, all-inclusive makes sense with young children, in high summer and with little desire to leave the hotel. If you’re travelling as a couple or want to see the country, Bečići is a two-kilometre stroll from Budva Old Town, full of restaurants, and the Bay of Kotor is half an hour’s drive away. In that case I’d go bed and breakfast and eat out. If what you’re really after is a top-end hotel rather than the board basis, compare with the luxury hotels.
If you would rather have a local show you round, book a guided tour in Bečići and choose by the reviews.
How to book it
You can book direct with the hotel or as part of a package with flights into Tivat or Podgorica; I go through packages in Montenegro holidays. Either way, ask in writing what’s included, whether beach sunbeds cost extra and whether the tourist tax is on top, and check the hotel’s opening dates for a spring or autumn trip.
Once your dates are set, check which hotels are still free in Bečići before prices climb.

Frequently asked questions
Are there all-inclusive hotels in Montenegro?
Yes, mainly in Bečići next to Budva. Montenegro Beach Resort and Iberostar Bellevue offer it according to their websites, and other resorts in Herceg Novi and Ulcinj have their own pages in this guide, where it's worth checking their terms.
What does all-inclusive cover in Montenegro?
It depends on the hotel. At Montenegro Beach Resort it covers three buffet meals with local drinks, a bar and a club with snacks; the à la carte restaurant, pool bar and patisserie are excluded.
Is an all-inclusive holiday in Montenegro worth it?
With young children and no urge to go out, yes. As a couple in Bečići or Budva, with the old town and its restaurants a stroll away, I don't think it pays.
Can you book an all-inclusive package to Montenegro from the UK?
All-inclusive is usually sold as a package with flights into Tivat or Podgorica, though you can also book direct with the hotel. I cover packages in Montenegro holidays.
Will I pay extra taxes on an all-inclusive?
You might. Montenegro Beach Resort's autumn 2026 offer charged local tax and insurance separately: €1.50 per adult per day, €1 for 12 to 17-year-olds and €0.50 for younger children.
