Where to stay on the Budva Riviera
Hotels in Budva, from the old town to Petrovac
The Budva tourist board lists 67 hotels in the municipality, ten of them five-star. They fall into four areas, the centre by Slovenska plaža, Bečići and Rafailovići, Pržno, Miločer and Sveti Stefan, and Petrovac. To walk everywhere without a car, pick the centre or Bečići; for beach and peace, Pržno or Petrovac.

- The Budva tourist board lists 67 hotels, ten of them five-star.
- The areas are the centre, Bečići and Rafailovići, Pržno and Sveti Stefan, and Petrovac.
- Bečići is the best base for a first visit; Pržno and Sveti Stefan are the priciest.
- Tivat airport is about 20 km from the centre.
On a first trip I'd stay in Bečići. You've got the long beach in front of you, Budva a stroll along the shore and the Sveti Stefan bus every ten minutes. I'd only pick the centre if you're coming for the nightlife, because in August you'll hear it.

What I would keep in mind
-
01 Worth the splurge
A night on Sveti Stefan islet
The hotel on the islet and the Miločer villa head the tourist board's five-star list. It's the splurge of the whole coast.
Aman Sveti Stefan -
02 To save money
Pay less and take the bus
Hotels in the centre and Bečići have the town bus on the doorstep. Staying there and riding down to Sveti Stefan costs less than sleeping next to the islet.
the Budva Riviera -
03 Getting there
The airport is 20 km away
Tivat airport is about 20 km from central Budva and Podgorica 60 km, according to the Budva tourist board.

Tourist tax is extra
Each municipality charges its own nightly tourist tax, and the hotel registers your stay within 24 hours. The Budva tourist board even has its own online form for paying the tax.

Budva, Kotor, Ulcinj or the mountains: I compare the bases for staying in Montenegro by type of trip.

The Zavala peninsula resort
The five-star Dukley occupies the peninsula between Budva and Bečići, with three private beaches.

What I would book
- Places to stayBooking.com Hotels in Budva A Budva search shows the centre, Bečići, Pržno and Sveti Stefan together so you can compare price and distance to the beach.
- Places to stayBooking.com Hotels in Bečići It's the area I'd choose for a first visit, with the long beach and the bus close at hand.
My ranking, scored
Budva's areas to stay, in my order
My personal order, scored out of 10, based on what you can reach on foot, the beach on your doorstep and the noise in high season.

Bečići and Rafailovići
The longest beach near Budva, big hotels such as the Splendid, the Iberostar Bellevue and the Queen of Montenegro, and the walk into the old town.
9.0 out of 10
-
Pržno, Miločer and Sveti Stefan
The prettiest beaches and the dearest hotels, from the Maestral to the Aman. Quiet at night, with a bus to Budva every ten minutes.
8.8 out of 10

Centre and Slovenska plaža
The old town, the bus station and the boats to Sveti Nikola on foot. Hotels such as the Avala, the Budva and the Mogren, and more noise.
8.2 out of 10

Petrovac
A village with a promenade and reddish-sand beach, hotels such as the Palas and Vile Oliva, and Lučice 500 metres away. Far from the party.
8.0 out of 10
Choosing a hotel in Budva is, above all, choosing an area. The municipality has 67 hotels on its tourist board’s list, from one-star guesthouses to the islet of Sveti Stefan, spread along 38 km of coast. A good hotel in the wrong spot means getting in the car every day, and in August that wears thin.
The centre and Slovenska plaža
This is the area for doing everything on foot. You’ve got the old town, the bus station, the roundabout where the coast buses leave and the boats to Sveti Nikola island. Here you’ll find the Avala, next to the old town and 350 metres from Mogren, Hotel Budva, with 80 rooms according to the national tourist board, the Mogren, the Slovenska plaža complex and small three and four-star hotels. On Zavala headland, between town and Bečići, sits the Dukley complex, with the five-star Dukley Hotel & Resort and Infinity and the four-star Harmonia. The drawback is the summer noise. What to see in town is in my Budva guide.
Bečići and Rafailovići
My favourite for a first visit. Bečići beach is about 2,000 metres long, lined with big hotels such as the Splendid, five-star on the official list, the Iberostar Bellevue, the Mediteran and the Queen of Montenegro, which has 236 rooms according to the national tourist board. A seafront path takes you to the old town through the Zavala tunnel and, the other way, to Kamenovo. The details are in my guide to Bečići itself.

Pržno, Miločer and Sveti Stefan
The expensive stretch. Half the five-star hotels on the list cluster here, the Maestral in Pržno, the small Miločer hotel by the park, the Aman on the islet, Villa Geba and, a little further south, Vivid Blue at Reževići. The beaches are the loveliest on the riviera and the nights are quiet. The bus to Budva runs every ten minutes, so you’re not cut off. The islet and its hotel have their own guide under Sveti Stefan.
Petrovac
Down south, Petrovac moves at a different pace. A village with a promenade, a 600-metre beach of reddish sand, the Kastio fort and hotels such as the Palas and Vile Oliva, with Lučice 500 metres away and Buljarica two kilometres on. I’d pick it for a beach week without the partying, with the town bus to Budva running almost every hour. I cover it in Petrovac.
If you are short on time, see the best tours in Budva and pick one that fits your day.
Worth knowing before you book
Tourist registration is compulsory within 24 hours, and hotels do it for you. Each municipality also charges its own nightly tourist tax, and the Budva tourist board has an online form for paying it, though it doesn’t publish the amount. For British travellers, remember that Montenegro isn’t in Schengen, so days here don’t count towards your 90 in the Schengen area. If you’re still weighing up Budva against the bay, compare the whole country in where to stay in Montenegro.
