Hotels in Buġibba and Qawra, the north coast on a budget

If you picture a classic Maltese sun-and-pool holiday, you’re probably picturing Buġibba and Qawra. They’re two neighbouring resort areas on the north coast, both part of the council the Maltese call San Pawl il-Baħar, full of large hotels and holiday flats along a seafront promenade. With Mellieħa’s and St Julian’s, their big resort hotels are where all-inclusive in Malta is mostly sold. I don’t say that with any snobbery. The real question is whether they fit the trip you have in mind.

A lot of beds, and a lot of kitchens

St Paul’s Bay had 37 licensed hotels in the official register I checked on 28 September 2026. None is five-star, fifteen are four-star, seventeen three-star and five two-star. They’re big, with a median of 108 rooms, and four of Malta’s nine 400-room-plus hotels are here, including AX Odycy at 600 and the Qawra Palace at 561.

The more useful numbers are in another column. The council has 1,135 licensed holiday lets, the highest figure in the country, and 14 of its hotels declare kitchen-equipped units, nearly half of the 33 that do in the whole of Malta. Which end to choose

The two run into each other, and the difference is mostly atmosphere. Buġibba has the square, the promenade and the bus terminal with its Malta Public Transport ticket office. Qawra takes up the point, with several of the biggest hotels along Triq il-Qawra and the Malta National Aquarium, which the aquarium itself places in Qawra, St Paul’s Bay. With young children, I’d go for the Qawra end so the aquarium is a walk away.

Some context helps set expectations. St Paul’s Bay is the most populous place in Malta, with 43,095 people by the close of 2025, and the fastest-growing that year at 7.2%, according to the NSO, and Malta Public Transport calls Buġibba and St Paul’s Bay two of the island’s most popular coastal areas, known for their nightlife. This isn’t a sleepy fishing village.

Xemxija, across the bay

Within the same council, at the head of St Paul’s Bay, is Xemxija. The MTA register puts three hotels on the hill road of Telgħet ix-Xemxija, the four-star Damare and the three-star Ambassador and Seaview Stays, all under 50 rooms. If Buġibba feels too big, this is the smaller version of the same area, with the Buġibba terminal a short bus ride away. I’d look here if the idea of a 500-room block puts you off but you still want the north coast and its buses.

Time is the trade-off

What you gain is price, space and a pool. What you lose is time. For Valletta, the TD13 runs via St Julian’s and Qawra with few stops, and routes 31, 45 and 48 also go, at €2.50 single in summer and €2 in winter. For one day in the capital that’s fine; for five days in a row I’d find it a slog. If your holiday revolves around the sights, compare it first with hotels in Sliema.

On the plus side, Buġibba is well placed for the north. Bus 221 goes to Ċirkewwa for the Gozo ferry, and Gozo Highspeed’s timetable for 1 October 2026 shows direct sailings from Buġibba to Gozo of about 30 minutes. It makes a sensible base for mixing beach days with a Gozo day trip.

Arriving late?

The TD1 airport bus calls at Rabat, Buġibba and Mellieħa once an hour and costs €3.50, fifty cents more than the other TD routes, and the TD5 runs hourly via Rabat and Buġibba. The Ministry for Gozo says the TD1 operates from 5am until midnight, so if your flight from Manchester or Gatwick lands in the small hours, book a taxi or transfer rather than hoping for a bus.

Who I’d send here

Families who want a pool, a kitchenette and a beach within reach; couples after a week of rest with two or three day trips; and anyone on a tight budget in peak season, when Valletta and Sliema get expensive. Not for a city break or a heritage-heavy long weekend. And add the eco-contribution, a euro and a half a night per adult, which tops out at €22.50 a head.
