I would head to the Newborn first thing on 17 February, before it fills up, to see it freshly painted. And I would pack proper winter clothes, as Pristina dropped to -7.7°C in February 2024.

Steer clear of big crowds
Spain's foreign ministry advises avoiding any kind of large gathering or demonstration. On a day of street celebrations, go early and keep it relaxed.

The official calendar lists it as a day off, but I found nothing on what opens or closes. If you need a bank or a museum, check before you go.
Kosovo public holidays
What I would book
Some people look up 17 February to understand the history, and others because it happens to fall in the middle of their trip. This page is for the second group. I will tell you what the day is, what happens in the street that I can back up with a source, and how I would plan it, without passing judgement on anything.
What the day marks
The official holiday calendar issued by Kosovo’s Ministry of Internal Affairs, under Law 03/L-064, lists 17 February as Independence Day (Dita e Pavarësisë). The date is that of the 2008 declaration of independence, the same date the International Court of Justice gives in the case it heard on the subject. On the 2025 calendar the day fell on a Monday and was also the day off. In 2027 it falls on a Wednesday. So it is a public holiday across the territory, one of four in winter alongside New Year and the two Christmases, which makes it Kosovo’s equivalent of a bank holiday.
The Newborn, the focus of the day
If one image sums up 17 February, it is the Newborn monument. Pristina municipality’s tourist map describes it as a typographic sculpture standing for that date, set in front of the Youth and Sports Palace. It went up in just ten days so it would be finished before the declaration, it is 3 metres high, 24 long and 0.9 thick, and it weighs about 9 tonnes. The letters were yellow at first and, by tradition, they are repainted every 17 February. For me that is the thing really worth seeing on the day, because it looks different every year.

How I would plan the day
I would stay in central Pristina and walk down to the Newborn first thing, when it is quiet and the light is good for a photo. Then the rest of the morning in the centre on foot. I have not found an official programme published in advance, so I am not promising parades or concerts at set times. What I do have is official advice that applies to any day with big crowds. Spain’s foreign ministry recommends avoiding any kind of large gathering or demonstration. With that in mind, I would go early and head off once the streets fill up.
The practical side of 17 February
It is the depths of winter. In February 2024 Pristina recorded a high of 18.7°C and a low of -7.7°C, according to the statistics agency, and it rains or snows on about 11 days that month on average. If you are driving, remember it is on the right, and gov.uk advises against driving at night and warns that roads get worse in bad weather. As for what opens and closes on the day, I found nothing official, so if you are relying on a bank, a museum or an office, check first. Your GHIC will not help you here either, so travel insurance is a must. The rest of the season is in Kosovo in winter.

For the wider context
This page sticks to the practical side on purpose. Who recognises the declaration, what the UN and the International Court of Justice have said and what it changes for anyone visiting is set out, with the official sources, in is Kosovo a country?. For the timeline with dates, see history of Kosovo. The rest of the calendar lives in events in Kosovo.
